Compliance
Public Health Regulation 2022, Schedule 1
Commenced 1 September 2022. Applies to every public swimming pool and spa pool in NSW. These are the clauses that decide what sits in the plant room.
| Clause | Requirement | What it means in the plant room |
|---|---|---|
| cl 3(1) | A pool must be fitted with an automated or continuous metered disinfectant dosing system | A controller and dosing pumps; manual dosing alone is not compliant |
| cl 4 | Free chlorine minima by pool type and pH (outdoor 1.0 / indoor 2.0 / spa 2.0 mg/L at pH 7.6 or below; 2.0 / 3.0 / 3.0 above pH 7.6); combined chlorine not more than 1.0 mg/L | The controller must measure free chlorine; total chlorine is needed to calculate combined chlorine |
| cl 7 | Daily manual test | A DPD test written against the controller reading |
| cl 11 | Records kept for at least six months | A log — paper or digital — the inspector can read |
What is gone
The 2012 Regulation's "at least 720 mV" ORP requirement is not in the 2022 Regulation. ORP controllers may stay in service, but an ORP reading alone no longer demonstrates compliance. NSW Health's own fact sheet on ORP (October 2025) says the same.
